Description

Description of Primary Purpose: Ensures compliance with municipal codes and land use regulations by providing customer service for over-the-counter permit issuance and small plan review and performing property maintenance and other inspections as needed. Ensures minimum standards are met and enforces relevant requirements in a fair and equitable manner and works identify solutions. Assists in the daily administration, interpretation, and application of the City’s building and zoning regulations.



Requirements

Coordinates with City staff in the Plan Review Unit, Front Counter Unit and Inspection Unit related to process administration and small construction permit plan review/check to ensure compliance with applicable City codes and ordinances. Prepares technical correspondence regarding building and zoning code compliance review for a wide range of applications, including but not limited to: over-the-counter permits, such as driveways, fences, decks, and patios; impervious surface and drainage-and-grading requirements; design review and signs; Evaluates Letters of Intent for commercial occupancy; and zoning requirements, such as yard setbacks and accessory structure regulations. Coordinates with external professional services firms that provide code related technical advisory services to the Department. Assists applicants resolving Code compliance problems. Provides in-person, phone and email technical instruction, guidance, information to consultants, contractors, engineers, City officials, property owners, and the general public regarding review of wide variety of permit applications and the application of various code provisions, as it relates to regulatory compliance matters. Applies technical knowledge of municipal land use and development codes and related laws, with a particular focus on zoning and building codes. Assists customers and administrative staff with permit intake, review and issuance at walk-up customer service counter. Performs detailed field inspections to ensure conformance with ICC Property Maintenance Code, zoning code, building code, and other municipal codes and development approvals as directed. Investigates various property maintenance complaints including those related to drainage and grading. Applies knowledge of relevant codes and related laws to identify violations and make determinations regarding the compliance of properties, buildings, structures and uses with municipal codes. Works collaborative with other staff, and property owners / residents to identify issues and resolve problems in a productive manner. Writes correspondence related to enforcement actions. Performs other related work and duties, as assigned.
Education / Experience: Graduation from a four year high school and three (3) to five (5) years of experience in zoning administration, building plans review/check, and/or in property inspections and code enforcement, or an equivalent combination of professional certification, training, and experience in construction/development practices and procedures. Preferred: An Associate’s Degree from a two-year college in architecture, architectural
engineering, planning and zoning, construction management, landscape architecture, civil engineering, or related
field, and two (2) year of experience in related field.

Certification & License: A valid driver’s license required. Obtain ICC Permit Tech within six (12) months from
hire date; ICC Residential Plans Examiner certification is required within twenty-four (24) months. Participation
in the Department’s ongoing professional development program to obtain additional professional certifications
in other disciplines to diversify skills.

Required Knowledge, Skills, and Proficiencies:

Understanding of the principles and objectives of land development regulations construction, property
maintenance and zoning.

General knowledge of the principles and practices of municipal building and zoning administration, code
enforcement, and the construction industry; and the technical methods for conducting plan review and in-field
site inspections.

Willingness and ability to learn, manage stress, think creatively, and work collaboratively, in a detail-oriented,
enthusiastic, and flexible manner, both with internal City teams as well as external customers.

Willingness and ability to consistently provide a high level of customer service to the public by facilitating and
assisting customers to successfully meet code requirements while achieving their development goals.

Ability to identify potential issues and solve problems, including provided alternatives, as well as understanding
and interpreting applicable codes.

Ability to apply codes and ordinances firmly, tactfully and impartially and maintain effective working
relationships with staff, other city departments, design professionals, developers, contractors, property owners /
managers, and the general public.

Strong organizational, interpersonal, written, oral communication, critical thinking and problem solving skills;
ability to effectively serve and communicate with a wide range of customers from the do-it-yourself homeowner
to the most sophisticated and experienced development professionals.

Ability to enter and retrieve information from database systems and use standard office productivity software.
Consistently exercise good judgment, maintain confidentiality, and complete work in accordance with
established policies and procedures;

Performance of all work in a professional manner with the highest level of integrity and in accordance with the
City’s conflict of interest policies and practices.
